How the hell do they evaluate all these HS Juniors and Seniors?  Do they base ratings off video or do they actually send guys to games to evaluate? 

Just curious how it works.  Thanks

Both.  They also do camps that kids can attend to help with their evaluation. 

Also should add they have people placed all over the different regions to gauge kids talent levels.
