Well since you simply said in state and not a specific state I would say

Miami (that's in FL). Dallas ( that's in Texas ). Houston ( also in Texas )

Looking at the Rivals Top 250 Players (and I know there always errors in judging talent) since 2006, of the 22 players that have been named to that top 250 from Arkansas by region from north to south, the Western side of the state has produced 59% of the players, the Central section 32% and the Eastern Section, 9%.
