After all the 10 second flap, were there any rules changed?  Emphasis placed on any existing rule, If so I never heard?  maybe I've been living in a "march madness" cave or something.

The only rule change that was passed has to do with the targeting rule. Teams will no longer be assessed the 15 yard penalty when targeting is overruled on replay.
