Can an assistant attend a high school game and make contact with the player?

I went to a high school game here in Florida on Friday, December 12th.  Several 4 and 5 star recruits were on the teams playing that night.  I ran into this guy(see below) after the game.  He had been talking with a recruit who has narrowed his choices to 3 schools and Miami being one of them.  I was under the impression that coaches could go to the games but could not make verbal contact.  Please correct me if I am wrong.

I don't know.  I thought that was how basketball was right now.

Since coaches can visit players at home right now, why wouldnt he be able to talk to him after a game or something?
