I haven't listened or seen it so I don't know the tone or inflection of his voice to know if he was trying to be funny.  But I have heard that in certain parts of the country, they really do pronounce the name of the state Ar kansas instead of Arkansaw like most everyone else does.  Maybe that's the way he was raised to pronounce it.
