Question about counting players back?

In this article about Ohio State's recruiting class the writer states that Ohio State has 4 recruits enrolling in january that will count back to last year's class, freeing up 4 more scholarships for this year's class.  How is it that they are getting to count 4 back when I thought the max allowed was 2?  Am I wrong about the number or is the writer mistaken?

I think it's all determined by the number of recruits in the previous class.  Ohio State signed 20 last year according to rivals, so they could sign up to 5 this year and count those back.  We signed 23 last year, so we can count 2 back.  That's my (possibly flawed) understanding.
