Arkansas will make the jump from D3 to D1 in its club hockey program and join a new conference.

No.  It's a huge step up in competition, but still at the "Club" level.

Did I read that correctly that they hope to keep a D3 team to still be able to compete against other SEC teams? How will that work?

It's just Club Teams. This is not D1/D3 NCAA teams. They can still have a less experienced team, think of them as the JV, play D3 Club teams. It's not all that uncommon.
