Title IX says you have to have the same number of scholarships for men and women. If you take the football and basketball scholarships out of the equation, you lose 97 women's scholarships. At some point, smaller schools will stop subsidizing these sports that do nothing but lose money for the school - they simply won't have the money to fund them.
