Why doesn't new QB Andre Sale count toward LSU's 25-man recruiting class?

QuoteWhy does the Andre Sale (QB) transfer not count towards the 25-man limit, but the Cole Tracy (PK) one does?  Aren't both transferring from FCS?

Referencing the 25-man signing class, which is in its second year of existence. Prior to last year, teams could sign more players on signing day than they had available scholarships. That's no longer the case.

As you may have heard, Tracy is one of the 21 players who signed with LSU during the early signing period in December. One minor clarification about Tracy  — he actually comes as a graduate transfer from Division II Assumption College in Massachusetts. However, that has no bearing on why he counts toward the 25-man class.

The reason Tracy counts is because he is a scholarship player. Sale does not count toward the signing class because he is joining the program as a walk-on. It's a bold leap of faith for a guy to abandon a starting role and a scholarship for the life of a walk-on, but Sale grew up in an LSU family. Both of his parents attended LSU, and the family relocated from Baton Rouge to Little Rock in 2005 after hurricanes Katrina and Rita hit Louisiana.
