Could be grades, could be test score , or just a player keeping his options open. Normally just not made public and a player will just sign with the 4 year school and be placed in a JC. A-State has a couple of those almost every year.

Your WR, Omar Bayless, double committed to A-State and a JC, after Missouri, who he was committed to,  told him late they had over committee their scholarships. Not sure if Missouri was trying to place him,but Mississippi Sate--who did not have an open scholarship at the time, told him if he signed with a JC they would take him later.  He decided to sign with A-State.
