Ehh. I wouldn't call it that cheap and certainly wouldn't say it makes him a thug. That was kind of a weird play.

The one positive I can say is that it was against one of his own teammates. However, not sure I would necessarily describe it as a "cheap shot".

It was kind of cheap since he should have seen the ball was not handled on the toss and had hit the ground. If anything he should have tried to jump on the ball as it was a fumble since it was a lateral.

It was a cheap shot because it was a spring game against HIS OWN TEAMMATE.  I was stunned when I saw it.
