Between an "offer" and a "committable offer"
Hog fan since 1960. So thankful for Sam Pittman.

Never mind an explanation. Google is your friend. Apparently early offers are contingent
offers by many schools and just a way of getting your foot in the door with a recruit. While the kid may declare he has been offered by XYZ school in reality he may have been told they like him an will offer if he keeps his grades up, stays out of trouble and progresses in a manner that the school wants. The last contingency gives the school an out. I suppose that is why so many schools continue to pursue kids who have been offered an committed. The commitment is not binding until it is written.

You are right.  Most D 1 schools probable offer over 100 kids but we all know schools have a picking order for most of these kids so they will not take the commitment from those down on their board until they have an answer from those above.

Thread is basically complete, but I thought I'd add that some schools let players know that they will sign X number of players at a position and will take the firrst commitments from a list that is larger than X. The players with offers have fully commitable offers until X have committed then all become uncommitable.
I am a Hog fan. I was long before my name was etched, twice, on the sidewalks on the Hill. I will be long after Sam Pittman and Eric Mussleman are coaches, and Hunter Yuracheck is AD. I am a Hog fan when we win, when we lose and when we don't play. I love hearing the UA band play the National Anthem on game day, but I sing along to the Alma Mater. A coach might also say, "We're offering 3 players for 2 spots. You're number 1 on the board and the other two guys know that.  We'll hold the spot for you unless you hear from us. If you rule us out please let us know."

It gets pretty nerve wracking trying to juggle offers, but I think most coaches do their best to be honest and help players make the right choice without getting hung out themselves.
Life is too short for grudges and feuds.

So in reality there are "contingent" offers and "committible" offers?

Not Okla, but yes, that's the gist of it, especially late in the recruiting process. Some coaches leverage the lesser ranked players by telling them if they don't commit right then, the offer is pulled.

I doubt if they tell them the reason for such hardball tactics is that they are waiting for an answer from a higher ranked player, some might. They are trying to firm up their class so they don't get left in the lurch if a player who is committed signs with another school.

None, or few of these offers are good all the way to signing day no matter what. Sometimes, especially in the case of staff changes, the school will pull an offer due to a committed player not fitting the new scheme as we did with the RB Gibson.

The WR who caught the winning TD for 'Bama was committed to UGA for a good while. When UGA fired Richt, Kirby Smart didn't even contact the kid according to him, so he signed with 'Bama.
