About the circle on the floor under the goal. It had nothing to do with construction. Bud Walton made a large donation for the construction of the arena. Bud stood on a chair to make the first dunk in Walton arena from that spot if I remember right. I could be wrong but thats what I remember, I'll try to find some documentation.
