A few rule changes for 2013

1.  Interpreters will be allowed for meetings on the mound for players who don't speak fluent English.

2.  7 coaches will be allowed to dress for games as a lot of teams have added a 2nd hitting coach.

3.  The 3rd to 1st pickoff move will now be a balk.

These are all up to players union approval, but I don't see anything stopping them from passing.
