Question for the recruiting gurus

It seems that most people on this (and other) board(s) focus on the number of stars that a player has by his name way too much.  I am guessing that no college coach, including Petrino, sets his two deep based on how many stars some dude has out of high school.  I get more excited seeing the highlight videos, offer lists,  and looking at 40 times/bench for skill positions, squat/bench for linemen.  Based on that, there are some BEASTS in this class!  This probably has been done before, but can one of you recruiting guys shed a little light as to who determains the number of stars a recruit receives and some of the process they use to get there, I am only concerned about rivals as scout appears to pick their star total based on drawings numbers out of a hat.
