Let's say an Arkansas coach gets canned.  His buyout is 3 million.  We pay him the 3 and he goes. 
Let's say he get's hired by Salami State and gets an offer of 3 mil per.  Is it in the contract that if
he gets hired, then all or part of the buyout is either not paid or paid back to UA?
Or, is it a clean break for the coach and he gets to keep the buyout and the new salary?

Depends on the contract. Most do not have a set off.

Read for yourself, there was an extension, but it only changed the numbers, not the terms.

Just as a quick note: At no point is Bielema's buyout as low as $3 million. Even in the last year of his contract (2020 currently), it is a $4 million buyout.

It was a hypothetical.  I don't know anything about CBB's contract.
