It would seem the writing has been on the wall in bold and all caps for a while now.  I've counted him as gone for a couple months now.  Hope very much to be wrong.

Nor am I, but I don't think there has been an official NO from the Clearinghouse.

Not yet. I'm curious as well to see if they have even started to look at his packet or not. I'm guessing they have, and had questions. Kapita and crew is trying to get the information but 1) it may not be believable or 2) the Congo isn't making it a priority of theirs to get Kapita the required paperwork.

Either way Kapita has enrolled just in case.
