You can purchase little device called a MagicJack.  It has a USB adapter on one end, and a phone jack on the other end.  It works like other VOIP devices, except for the cost.  $40.00 gets you the MagicJack device, a phone number,  and a one year license for unlimited local, unlimited US, and unlimted Eastern Europe calling(I think).  Each additional yearly license is only $20.00.

The only drawback is that there are no Arkansas area code exchanges available at the moment.  I have a 901 area code (Memphis) number.  A great work around for this issue is Grandcentral.com .

Yes, I said YEARLY!!!  There are no monthly fees of any kind.  You can carry the MagicJack with you when you travel, too.
