It was California attorneys and lawmakers who brought it to fore front. And as usual, well intentioned but disastrously planned and executed. Other startes completely panicked and followed suit. NCAA wilted and showed zero leadership. And what SCOTUS ruled on has little to do with whatever version of NIL and free agency we are seeing now.
