There are likely cheaters in the group but I think the sample size is way too small for drawing definitive answers. Compare 2016 to 2018 (before any tests to a full year of test regime). That will be the meaningful test.

Another thought: do the trainers suspected of cheating just steal wins from each other?  If that's the case, the clean guys may not move up in the trainer standings with the intro of testing.
