SMU has an oddly deep roster of QBs.  I believe all three are former 4-stars.  And when you add in the fact that Hicks was already established, it kind of makes sense that Peavey wouldn't be a starter.  Now, the fact that he hasn't solidified the #2 spot over Gillins...?  I think that definitely supports your point.
