Yes they are, but websites have the ability to block specific ads from appearing on their site even if those sites are in your internet history.

I block the cookies and use private browsing. I don't know why but it bothers me when I look at something online then 5 seconds later pull up Facebook and sure enough, there is an ad for exactly what I was looking at.

Well Harry Rex don't feel too smug.
