Eight rule changes that are set to be voted into college hoops for '17-18

NCAA released its latest slate of suggestions from the Men's Basketball Rules Committee --

    Extend the coach's box to 38 feet from 28 feet to better coaches' communication when their team is at the other end of the floor.
    The shot clock resets to 20 seconds, not 30, when the ball is inbounded in the front court after a foul or any othr violation by the defense. If more than 20 seconds remain, the clock does not drop to 20.
    Front court throw-ins will be more consistent, meaning they'll either be 28 feet from the corner or three feet outside of the lane, on the baseline, depending on where the ball goes out of bounds. Deflections will still be inbounded where the ball went out. 
    Instant replay will be allowed in the final two minutes of regulation and overtime to determine if a secondary defender was in or out of the semi-circle. If the secondary player is in, it's a block. If the player is out, it's a charge.
    Any time the ball is touched, 0.3 seconds will be taken off the clock.
    Legal screens now require that the inside of a player's feet, the one doing the screening, can't be wider than his shoulders.
    This one's a mouthful: "Adjust the officiating guidance in relation to the cylinder rule. If a defensive player straddles an offensive player's leg in a way that prohibits him from making a normal basketball move — which now includes pivoting — contact that creates a common foul will be called on the defensive player."
    Lastly, there will be off-site reviews done to assist and/or collaborate with game officials, in the event a second set of eyes is needed to get a call right in the closing minutes. This request came from the SEC.

Three items that were key -- extending the 3-point line, going to quarters instead of halves, widening the lane -- are all missing from the proposal list.

Would love for college basketball to move to quarters. The 7/10 fouls per 20 minutes is ridiculous.

Give an extra foul and change the number of fouls to enter the bonus and 1/1.

Say someone inbounds the ball and it is tipped on its way out of bounds and the clock doesn't start. That way there is a set amount of time that will come off in those cases. Important in end of game situations.

This is going to empower refs to call a lot more fouls on our trapping defense right?

If you want quarters and more fouls, watch the NBA game.

The few Nit games I saw wit quarters stunk because the refs blew even more whistles because the foul counts would reset. No thanks.

NBA and college aren't the same game. The length of the NBA season limits the game of basketball because wear and tear prevent certain aspects of the game from being possibilities.

I love the variety you still get on college even though many of the newer rules are beginning to homogenize the college game also.

Yep. It enlarged the actual cylinder from the area the player occupies to what they can potentially occupy.

Nobody wants to see more fouls, but men's college basketball is the only league that does halves. Shouldn't be that big of a deal to change it in the future.

Its nice to see the ones that the OP wishes were on the agenda, aren't;   keep college basketball a distinctive product, and work on improving it, rather than homogenizing it to the professional game.   College basketball needs its own niche to fill--  making it a lesser version of the NBA is a sure road to ruin.

I don't mind quarters, but quarters where the fouls reset would not be good.
