this lady that is doing this is ruining the horse racing industry in Texas.  From what I have read there is major opposition from the casinos in Oklahoma and Louisiana which reportedly contribute a lot to some of these politicians which are fighting against machines in racetracks    I was a regular for years at Lonestar (I am talking 2 or 3 times a week simulcasting and every Thursday and Friday night during live racing)  and I know how badly they need these machines just like OP did but much worse at Texas tracks.  Our hotel always had trainers and jocks during the live season   and wish the Casino would open to help both the track and my former hotels

Please keep me posted on anything new regarding this.  Lone Star is a beautiful place and it would be sad to see it shut down over politicians.

same idiots in the Texas legislature that does not allow gambling unless it's "on site"...Texas does not allow one to have a racing account on-line which is the STUPIDEST thing ever...I live in Texarkana, TX, and for me to wager on-line now I have to drive to Lone Star Park....the idiocracy in the Texas Legislature cannot be measured, it has gone 'off the chart'

Can you register a Texarkana, Ark address possibly under someone else's name?

you can...but your computer must be on the Arkansas side and the name, address, social and everything else must match the person's name on the driver's license...what you would be doing is using someone else's actual address, their name, their social, their tax declarations that is makes it waymore trouble than its worth...TVG can tell what state computer port is located...Texas is progressive in a lot of ways, this is NOT one of them.
