If I was planning to go I would pay the fee.  I don't know if it increases your chances but it will keep some folks away.

I know when I got my tickets for Derby 137 I had to have a fast internet connections and fast fingers.  They opened registration for a short time and if you got in you got tickets.  Out of curiosity I checked back about 30 minutes later and it was closed.
