Blip on best quarterbacks from each state shows McNabb form Rison.  Wiki says no.

Passer rating: 85.6. College: Syracuse. Career games: 167.
The criminally underrated McNabb led Philadelphia to a Super Bowl appearance in 2004 after three straight losses in the NFC Championship. The Eagles never reached those heights again under McNabb, but the Rison, Ark. native did make six Pro Bowls, including one during his final go-round in Philly in 2009.
