Dumbest rule ever

This happened in the Redskins-Rams game:

Redskins kicked off to Rams, who returned it to about the 25. But there were penalties on both teams during the return: holding against the Rams, facemask against the Redskins. You would think they either rekick, or they mark off both penalties, right? Nope. By rule, the ball was spotted where the ball was caught, at the 2. Had only the holding penalty been called, it would have been Rams' ball around the 10 or 15. But by committing the facemask, the Redskins got the benefit of pinning the Rams at the 2.

Seems to me that rule needs changing. No team should not benefit from a personal foul penalty.
