Stopping the run??

Ok, to me, it looked like on the Inside Zone play A&M ran several times, they would block our NT and DE leaving a big gap that the ILB should have filled, but our ILB was never there.  Is this a scheme issue or is the person who was supposed to be there having issues getting into that gap ?

Do we need some 4-3 packages to help stop the run ?

In short is it Jimmy and Joes or X's and O's that is the problem with our run defense?  I understand they are still learning as the 3-4 was just introduced in the spring, but I can see all the spread option teams we play licking their chops at this scenario.
