Highly rated recruits

Does it help or hurt the overall recruiting when a highly rated recruit commits early and then decommits? I can see it may help bring in some recruits if big time recruits commit early but it also  my cause a commit who is interested to go elsewhere.

Every situation is different, but I don't think it really has much of an impact either way.
