antipsy safeguard - how do i get rid of this?

This has appeared on my primary computer. I cannot get on the internet at all. When I try firefox or IE it brings this crap up. I got on my laptop and see where to find fixes, and found some, but how do i get the fix to another PC?

What operating system is on the PC, Vista, Windows 7, XP?

If I understand you correctly, the PC runs normal, till you try to use a web browser, is that correct?  If so, you should be able to find a program via the laptop, that can fix it, then copy that to a removeable drive, think the small thumb drives, and run it on the infected PC.  I have limited background with Vista and Win7, so can't help much past that.
