Does anyone know if picture quality will go up after the switch? No one at my cable company has a clue. I have a 32" LCD 720p, the picture is not that great. I've checked everything I know to check and can't improve it. Come channels are better than others, but none have that crisp look you see on the store shelves.

The big switch doesn't affect you if you are using cable.  If you want good picture you need to be watching the HD channels that your cable co. provides.  If you are watching a non HD you tv is expanding a lesser quality picture to fit your screen.  That makes the picture not look so great.  To benefit from an HD TV you really need HD service.
