Hate to speculate but....I wonder if this is a situation where he forgot to scan something in his cart and the store manager didn't believe him.

If this would have been anywhere else, the store manager would have said "here, let me take care of that for you", paid for it and sent him on his way. Too many people in Arkansas want to make a name for themselves, be the first to break a story (CBP case) and then turn around and scream that they are serious about having winning college teams.
