when it lists interest on a player, are those programs interested in him? or are those programs that he is interested in?

The teams listed are the ones that the player is interested in... There will be a check mark in the box beside the name of the school if that school has offered the player... It may only appear if you are a subscriber though

Check Scout if you want out who has offered him.  Rivals makes you subscribe but scout doesn't.

Unfortunately Scout is usually behind Rivals in this respect.  On the other hand, Rivals jumps the gun on the occasion.
