Does it have anything to do with former HOG and current 3rd string Bears NG Marcus Harrison who is #99?

No, it's a tribute to the deceased Gaines Adams,  who died of cardiac arrest last January.
No cause, ever, in the history of all mankind, has produced more cold-blooded tyrants, more slaughtered innocents, and more orphans than socialism with power.
