If a walk on comes to a team and does very good can that player transfer to another school without having to sit out the next year

Only if he goes down in classification, scholarship/walk-on doesn't matter, it's playing time, if you are coming from a D-II school up to D-I you're gonna sit a year, same with a D-I to D-I, unless you have some special circumstances that you petition the NCAA with. At least that's the way I understand it.
