closed end fund ?

I just read an article about closed end funds and it mentioned trf which I own, I have done well with it, but the article seemed to imply that I was being charged excessive fees, can anyone explain this to me in simple english. I have been happy as a lark till reading this article this morning and I am wondering whats up.
