As rice said, it's not legal, but honestly if you want to smoke, have a system to avoid littering. Even if a cop stops you, he/she isn't going to write you a ticket in all likelihood.

UofA is a tobacco-free campus, so really you're not supposed to.

Will they kick you out or anything? Probably not, unless you catch a cop on a power trip, or are really bothering someone close to you.

My opinion is that the likelihood of enforcement is in direct proportion to how close you park to the stadium. The further away you are, the more freedom you'll have. I've never had trouble smoking a cigar on Lot 56.

Cigar less likely, depends how close you get to other people.  The coppers generally have more important things.
