Review Plays

I'm watching the OSU-Baylor game and State has a one point lead.  Baylor has the ball and their player steps on his own teammates foot.  OSU  gets called for tripping.  Cmon man that's a game
changer with three minutes to go and one point lead.  Did anyone see this?  When can a college basketball coach throw his flag out there for a review?  After seeing the replay it confirmed my  stance on replays.  Especially from the  5 minute mark in.

What sucks is I despise both teams.  I just don't like horrible officiating with the game on the line and no way of replay, knowing by a coach on the short end that it is a game changer.
