DC and staff

From what I am seeing the CCM is going to let the DC pick his own staff???  Is that normal?

They're not going to fill up the defensive staff before they get a DC.

Not many DCs are going to want to come into a staff that either he had no say on or were already here.

It is if we're really going after a top DC. They're going to have a staff they work well with.
