Who's this is and why it has a FLIR?

I believe that's one of the contract aggressor companies that plays red air against the Navy and Air Force.  It's an L-39 and probably just has a FLIR to be able to provide/simulate a specific capability.

Thank you sir. Also, we were on the Twolf-2 arrival into the MSP area and there were quite a few Isreali AF guys flying around. What do they do here?
