Anyone familiar with ICMA?

Since I work for a municipal entity, I can't participate in a "401K" plan...because my pay comes from taxpayers.

For 15 years, I have been setting aside pre-tax income to go into this fund, and there have been highs and there have been lows.  In the past, I was always advised that regardless of the market and because my contributions are pre-tax, then it's a good plan.

I have never had my losses outgain my contributions.

This past quarter?

WHAM!!!!

My losses exceeded my contributions.

Any advice?
